The role of the Monitoring and Evaluation (M&E) project in the School Education Department, Government of Sindh, is to implement an advanced technology-driven monitoring system. This system tracks school teachers' attendance and gathers evidence-based data on school HR and infrastructure. The project aims to enhance the effectiveness of monitoring and evaluation processes, ultimately contributing to the improvement of the education system in Sindh.

The M&E project plays a crucial role in enhancing the quality of education in Sindh by addressing key challenges such as teacher absenteeism, infrastructure deficiencies, and quality indicators. By delivering real-time data and comprehensive analysis, the project equips decision-makers with actionable insights to prioritize interventions and implement targeted reforms. This data-driven approach supports effective decision-making and fosters continuous improvement in the educational system.

The objectives of the Directorate General include achieving basic profiling of schools, gathering accurate information about school HR and infrastructure, establishing a field force for assigned functions, evaluating data to prioritize issues and upgrade infrastructure, and monitoring attendance and overall school conditions.

The M&E system enables regular monitoring of teacher attendance, identifies absconding and absent teachers, and helps control ghost/proxy teachers. It ensures accountability and timely action by marking absconders, tracking official duties, verifying medical leaves, and facilitating teacher transfers through proper records.

The Monitoring and Evaluation (M&E) system plays a crucial role in supporting educational reforms and decision-making by providing detailed insights into school performance and status. It aids in developing and implementing improvement strategies, maintains optimal student-teacher ratios (STR), and generates comprehensive reports. Additionally, the system supports district oversight committees and promotes evidence-based decision-making, thereby enhancing the formulation and execution of effective educational policies and reforms.

The M&E system monitors several KPIs, including teacher attendance rates, student enrollment and attendance, school infrastructure conditions, availability of learning materials, and SMC Funds. These indicators help assess the quality and effectiveness of school education.

Yes, the data collected by the M&E system can be published on the website for public access to promote transparency. This practice enhances accountability and enables stakeholders to gain insights into the status and performance of schools.

Data in the M&E system is updated regularly. The monitoring staff visits schools daily as per their schedule and updates the data using a mobile application.

The M&E project ensures data accuracy and reliability through several key practices. We implement rigorous data collection procedures and provide thorough training to monitoring staff to maintain consistency. Teacher attendance is recorded using biometric devices to ensure accuracy. Monitoring is evidence-based, with photographic documentation supporting the data collected. Additionally, monitors are restricted to conduct monitoring solely within the school premises to maintain data integrity.

The M&E project has established mechanisms for collecting feedback from the public. A dedicated feedback/complaint option is available on our website, allowing individuals to submit their comments or concerns related to schools, teachers, or monitoring activities. All feedback is carefully reviewed, and any concerns raised are addressed promptly to ensure continuous improvement.
